Money Order service not discontinued, says Department of Post

MUMBAI: The Money Order service, the old and trusted mode of remittance, was very much available, the Department of Post today said, strongly refuting the reports otherwise. 
"It has been noticed since last few weeks that news items have been repeatedly appearing in Hindi and other regional news (media) regarding alleged discontinuation of Money Order services by the Department of Posts. This appears to be a sponsored negative publicity campaign," said the statement issued by Department of Posts. Only Money Order `Videsh' service had been stopped while other services were operational, it said. 
MO services had been, in fact, strengthened and made faster through electronic mode of transmission, it said.
The use of service was robust, the statement said, adding that several options had been provided for domestic money transmission such as Instant Money Order (iMO), eMO and Mobile to Mobile Money Order.

New Functionalities released under NPS to provide the ease of operation for the benefit of subscribers and nodal offices.

Pension Fund Regulatory and Development Authority (PFRDA) takes various initiatives from time to time in order to simplify and improve the operational issues in National Pension System (NPS) like new functionality development under NPS architecture, simplification of account opening, withdrawal, grievance management etc. In this regard, recently many new functionalities have been released by the Central Recordkeeping Agency (CRA) to provide the ease of operation for the benefit of subscribers and nodal offices. These are detailed below:

Online Submission of Foreign Account Tax Compliance Act (FATCA) Declaration
In-order to facilitate quick FATCA compliance, facility to submit online FATCA Self-declaration has been provided to the subscriber in their CRA login (www.cra-nsdl.com). The information regarding the said functionality is also made available on CRA websites. The steps to be followed by the subscriber to submit online FATCA self-declaration are also available on the website.

Interoperability between CRAs
Karvy Computershare Pvt. Ltd. (KCRA) was selected as a second CRA under NPS. Now, Subscribers/ Nodal Offices have option to open permanent retirement account with either of the CRAs. The existing Subscriber can also select CRA of his/her choice. To facilitate migration of Subscriber across CRAs (Karvy- CRA to NSDL- CRA and NSDL-CRA to Karvy- CRA), the CRA Interoperability functionality has been developed. The Subscriber will be required to approach target CRA to initiate the shifting request, the target CRA will facilitate the shifting request under NPS. Inter CRA shifting request will be allowed once in a financial year.

New features under eNPS
1. Hindi version of eNPS module
The bilingual version of eNPS module has been developed for convenience of NPS Subscriber. The Subscriber shall have option to choose the desired language option (either English or Hindi) for Registration and/or Contribution through eNPS.
2. eSign for Aadhaar based Registration
In case of registration through Aadhaar, it was mandatory for Subscriber to submit physical Application Form within 90 days of completion of registration under eNPS. eSign facility (Aadhaar e-KYC services) has been integrated with eNPS platform to enable the Subscriber to sign his/her PRAN Application electronically. This process has eliminated the requirement of submission of physical documents to CRA.
3. New Payment Gateway – Bill Desk
In eNPS, along with SBI ePay, Bill Desk has been integrated as the second Payment Gateway Service Provider. This will help the Subscriber to make payment through any service provider as per his/her choice by selecting the available payment options. Addition of Billdesk as new payment gateway has ensured participation of new banks which were not part of SBl e-Payment gateway especially AXIS Bank and HDFC Bank.

New features in NPS Mobile App
1. Tier II Withdrawal
Subscriber can now initiate Tier II account withdrawal under NPS using Mobile App. The Subscriber will log into the App with their User ID and password. An option to select Tier II withdrawal and generate One Time Password (OTP) is available in Mobile App. On entering the correct OTP, Subscriber will have an option to select mode of Withdrawal - (i) lump sum (amount), or (ii) scheme wise units. Once the option is selected and relevant details are submitted by the Subscriber, the same will get executed in the CRA system and funds will get transferred to Subscriber's Bank Account registered with CRA.
2. Aadhaar Seeding
The Subscriber can now link his/her Aadhaar to NPS account using Mobile App. The Subscriber will log into the App with his/her User ID & password and select the option of ‘Add/Update Aadhaar Number’. The option will be available to the Subscriber to provide his/her Aadhaar. Once Aadhaar is entered, the details of Subscriber registered under NPS will get authenticated with details available in UIDAI database. Post authentication, an OTP will be sent to the Subscriber’s mobile number registered with UIDAI. The Subscriber will enter the OTP and on entering the correct OTP, Aadhaar will get seeded for the PRAN.
3. Reset password using OTP
Subscriber can now reset his/her password using Mobile App through OTP. The Subscriber is required to enter his/her PRAN, Date of Birth and set his/her new password and generate OTP. On entering the correct OTP received on his/her mobile (registered with CRA), the password becomes active. This option is in addition to the option of resetting password using secret question.
5.
New features under Atal Pension Yojana (APY)
1. ePRAN Card and Transaction Statement
The facility to download and/or print ePRAN Card and Transaction Statement is made available to APY Subscriber. The APY Subscriber can access their ePRAN Card and Transaction Statement through CRA NPS Lite website (www.npslite-nsdl.com). The Subscriber have an option to search their ePRAN Card and Transaction Statement with/without PRAN details. The Subscriber are then required to provide minimum details like PRAN and Bank Account Number or Subscriber Name, Bank Account Number and Date or birth registered in the CRA system under APY.
2. Alert for Grievances
An Email/SMS alert (along with Token No.) is sent to APY Subscriber on generation and resolution of a grievance in CRA system.

Online Subscriber Registration by DDOs
The facility to register Subscriber online using Online PRAN Generation Module (OPGM) is made available to Drawing and Disbursing Office (DDOs) for Government Sector. The DDOs can capture the Subscriber registration details online in the CRA system.  The details entered by DDO needs to be verified by associated PAOs. On verification of registration details in the CRA system, PRAN gets generated online. This facility is an extension to the functionality already available with Pay & Account Offices (PAOs).

Enhancement in Central Grievance Management System (CGMS)
1. Standard Frequently Asked Questions (FAQs) along with answers against respective query category are now available to Subscriber & Entity (raising grievance on behalf of NPS Subscriber) in CGMS. The Subscriber raising any query through CGMS will have a provision to view the FAQs & relevant answers based on the category of grievance selected.
2. The fortnightly email alerts are sent to the Nodal Office for pending grievances. Now, these alerts are enhanced to have the details of all pending grievances.
3. A facility is provided to Nodal Office under NPS Lite and APY to download the pending referrals for associated Subscriber. Also, email alerts will be sent to NPS Lite and APY Offices for all grievances raised & resolved during the day.
4. The fortnightly email alerts will be sent to Oversight Offices under NPS Lite and APY regarding the grievances which are pending for more than 15 days under CGMS.

Error Rectification Module (ERM)
An ERM request can be processed by the Nodal Office through whom the contributions were uploaded in CRA system. In addition, now in case of State Govt., the facility to perform a single ERM transaction on behalf of all the underlying Nodal Offices is provided to the Oversight Office. This will save efforts and time of multiple ERM requests being captured by different Nodal Offices.

Online Corporate Registration
A facility for online registration is enabled for Corporates through eNPS platform. Corporate is required to provide the requisite registration details and select a POP for association and submission of the relevant documents for further processing. The registration details captured by the Corporate are to be authorized by associated POP.
5.
Retirement Adviser:
The Retirement Advisers (RAs) are appointed by PFRDA to engage in the activity of providing advice on NPS thereby to extend the reach of NPS. The RAs can be an individual, registered partnership firm, body corporate, or any registered Trust or society. The online platform has been developed and released in the CRA system to facilitate registration of an individual/entity as RA.

Additional reports related to Withdrawal have now been made available to Nodal Offices for better monitoring:
a) Physical withdrawal forms received but online withdrawal request not processed
b) Non Receipt of Physical Forms for online withdrawal processed cases
c) Online withdrawal requests pending for authorization

New CRA Toll Free Helpline
Dedicated toll free number (1800222081) is made available to Nodal Offices for contacting CRA regarding their general queries / complaints.  This is in addition to an existing toll free number (1800222080) available for NPS Subscribers.

7th Pay Commission: Salary hike recommended by E-CoS for govt employees in report to Cabinet

The Empowered Committee of Secretaries or E-CoS has submitted its report on higher allowances and HRA as per the 7th Pay Commission to the Cabinet. Apart from capping the HRA, the report speaks about a pay hike which will be approved by the Union Cabinet on June 7. The Union Cabinet is scheduled to meet on June 7 and the same will be chaired by Prime Minister Narendra Modi. Employees of the Central Government were upset with the pay hike recommended by the panel. This report is likely to bring some relief to employees who have been waiting to hear good news.

Increase in salary 
There is some good news on this front for the employees. The Cabinet is likely to give the nod for a salary hike. The announcement will be made after June 7 following the Cabinet meeting. There has been a proposal to hike the salary. This will need the nod of the cabinet. The Cabinet will meet on June 7 after Prime Minister Narendra Modi returns from his foreign tour.

What report states on HRA 
The employees had demanded that the HRA slab ranging between 30%, 20% and 10%. However the E-CoS after studying the recommendations as per the demands and the 7th Pay Commission has capped the HRA between 25 and 27 per cent.
Cabinet can reverse decision 
 Sources say that the Cabinet can reverse the decision on HRA. The Cabinet has the power to consider the HRA slab of 30, 20 and 10 per cent as demanded by the employees. The Cabinet can take a call on whether it should implement the E-CoS recommendation or the demands made by the employees. As per the Cabinet Secretary, P K Sinha, all demands of employees would be taken into account and placed before the Cabinet which is the final authority on this matter.
What did E-CoS consider in report
 E-CoS has submitted its report on higher allowances like House Rent Allowance (HRA), Dearness Allowance (DA) and Transport Allowance (TA). The E-CoSrecommended HRA slab ranging between 25%-27% of the basic as against demands of 30%, 20% and 10%. The proposal will be accepted by the Prime Minister and his Cabinet. The announcement to this effect will be made next week by June 7. The most crucial discussion was on HRA.

Gist of E-CoS report 
The report on the higher allowances under the 7th Pay Commission to the Union Cabinet submitted. It has been recommdned that the HRA slab be fixed between 25 to 27 per cent. The proposal for a salary hike has been made and would be placed before the Union Cabinet.

Get ready to file your ITR: Deadline for employers to provide Form 16 is May 31

The time has come for your employer to inform you about the taxes deducted in the previous year i.e. for the financial year 2016-17. Each month, the employer would have deducted tax at source (TDS) on your salary income and deposited the same to the government. 

The income tax Act mandates everyone who deducts TDS to issue a certificate to the individual. Under section 203 of the Income-tax Act, 1961, the employer is mandated to issue Form 16 to the employees showing the total TDS on income. 

And this should happen before the end of this month. Archit Gupta, founder & CEO ClearTax.com informs, "The last date for the employers to share the form 16 with the employees is 31st May of the financial year immediately following the financial year in which income tax was paid and tax deducted." However, in case there is no TDS deducted, the employer need not issue the TDS certificate in Form 16. 


Budget 2016 gave few extension in TDS submissions. "The due dates were extended for submission of TDS Returns. But no extension has been announced for Form 16 yet. It must be kept in mind that an extension in the deadline for employers to provide Form 16 will reduce the time available for filing of returns for the salaried who rely on Form 16 to prepare their returns", says Gupta. 

Penalty for employer 

It is compulsory for the employer to furnish Form 16 to the employee, whether it is the present or any previous employer. "Under section 203 of the Income Tax act, 1961 read with rule 31 of the income tax rules 1962, it is mandatory to furnish." But, what if the employer fails to do so? "Under section 272A (2) (g) of the Income Tax act, the employer is liable to pay the penalty," says Gupta. 

In case the employer has not provided the Form 16 to the employee by May 31 and delays it, there are penalties in place too. Gupta says, "If the employer fails to furnish the form 16 within the due date, he is liable to pay a penalty of Rs.100 per day of default till he issues the form. However, the penalty will not exceed the amount of tax deductible." 


What to do if not received 
At times employees find it difficult to collect the Form 16 from previous employers and sometimes even from the present ones. "The only remedy in case employer refuse to issues Form 16 is to complain to the concerned assessing officer in writing, who will take appropriate action or initiate penalty proceedings against the employer. The employee, however, has no other legal remedy against his employer in case he refuses to issue the certificate except to intimate about such default to the concerned assessing officer, who may take appropriate action or initiate penalty proceedings against the employer." 

What all is there in Form 16 

Form 16 is a summary of the total amount paid to the employee and the TDS on it. 

There are two parts in Form 16- Part A and Part B. While the basic information of the employer and employee, like name, address, PAN and TAN details, period of employment with the employer, summary details of TDS deducted and deposited with the government are captured in Part A, while Part B includes Income chargeable under the head 'Salaries', any other income reported by employee, the various deductions under Chapter VI-A such as section 80C, Section 80D etc. 

Lastly, it will carry the figures for total income (earned during the previous year) and the tax applicable to it. "Part A must be generated and downloaded through Traces Portal. Part A of Form 16 also has a unique TDS Certificate Number. Part B is prepared by the employer manually and issued along with Part A," says Gupta. 

Conclusion 

In addition to the salary income, an employee may have other income too. Once you have received the Form 16 but had not declared any other income to the employer( and therefore no TDS was deducted on it), you may show it while filing the income tax return, the last date for which currently stands at 31st July.

All you need to know about IFSC and MICR

IFSC stands for Indian Financial System Code. This is an 11 digit alpha-numeric code used to uniquely identify all bank branches within the National Electronic Funds Transfer) network by the RBI. 

MICR code is a code printed using MICR (Magnetic Ink Character Recognition technology) on cheques to enable identification the cheques. 

What is IFSC? 
IFSC stands for Indian Financial System Code. It is a 11-digit alpha-numeric code that uniquely identifies a bank branch participating in any RBI regulated funds transfer system. The IFSC code helps to transfer money using RTGS, NEFT or IMPS method. 

The first 4 digits of the IFSC represent the bank and last 6 characters represent the branch. The 5th character is zero. 

What is MICR? 

MICR is an acronym for Magnetic Ink Character Recognition which is a technology used in the banking industry in printing the MICR codes. 

A MICR code is a 9-digit code that uniquely identifies a bank and a branch participating in an Electronic Clearing System (ECS). The first 3 digit of the code represents the city code, the middle ones represent the bank code and last 3 represents the branch code. One can locate the MICR code at the bottom of a cheque leaf, next to the cheque number. It is also normally printed on the first page of a bank savings account passbook. 

What is the use of MICR Code? 
 MICR Code is used in the processing of cheques by machines. This code enables faster processing of cheques. One is required to mention the MICR code while filing up various financial transaction forms such as s investment forms or SIP form or forms for transfer of funds etc. 

What is cheque number? 
A cheque number is a 6-digit number uniquely assigned to each cheque leaf. It is written on the left-hand side at the bottom of the cheque. It is advisable to check i.e. count and check the number on each cheque leaf in a new cheque book when you receive it from the bank. This is to ensure that no cheque is missing from the cheque book. 

Ideally, you should record the transaction you have used each cheque leaf for in the transaction record slip attached at the start or end of a cheque book. In this record, you should mention the cheque number, date of cheque, amount and payee. 

Where is the MICR number on a cheque? 
A MICR number on the cheque is written at the bottom of the cheque, on the right-hand side of the cheque number.

India Post Payment Bank to open in Bengaluru in June


South India’s first India Post Payment Bank (IPPB) will become functional in June on Museum Road in Bengaluru. It will be networked with 650 IPPB branches across the country.

The country’s first two branches of IPPB were opened in January, at Ranchi in Jharkhand and Raipur in Chhattisgarh.

The IPPB branches are to be established in different districts of the State by December 2017 in a phased manner. The aim is to have a branch in every district and make postmen come alive in payment bank function, according to Charles Lobo, chief postmaster general, Karnataka Circle, Bengaluru. The bank will not be involved in lending activities, unlike private or nationalised banks. It will primarily focus on products of financial inclusion and direct benefit transfer, Mr. Lobo said.
 
The IPPB will confine its activities to acceptance of demand deposits, remittance services, Internet banking and other specified services, primarily to cater to banking requirements of individuals and small businesses.
Passport Seva Kendras

Meanwhile, enthused by the success of a pilot project on utilising the post office as a Passport Seva Kendra in Mysuru, the Ministry of External Affairs has now decided to scale up this programme by opening such facilities in more head post offices in Karnataka.

To meet a long-standing demand of people, Passport Seva Kendras will become operational in head post offices in Belagavi, Davangere and Hassan in June. The MEA is also keen on opening seva kendras in other district post offices in the State where 1,000 sq.ft of space is available at the district post office, Mr. Lobo said. The MEA has proposed to open post office Passport Seva Kendras at 811 head post offices across the country by March 2018. As of now, the service is available in 42 post offices across India. Employees of Tata Consultancy Services (TCS) and India Post together provide service in these kendras.

At present, the people of these districts have to visit Bengaluru to submit their applications; and the offices are often overcrowded. Mr. Lobo said some senior officials of the passport office in Bengaluru would be deputed for a few days to train officials of the Postal Department on how to examine and process passport applications. The service centre will process, verify and send applications to the main passport office located in Bengaluru.

The Passport Seva Kendra at the post office in Metagalli, Mysuru, caters to the needs of Mysuru, Chamarajanagar, Kodagu and Mandya districts. Mysuru sees heavy international passenger traffic and is the second largest IT centre in the State.
