PM Modi to launch India Post Payments Bank (IPPB) on September 1





Prime Minister Narendra Modi on September 1 will launch long-awaited India Post Payments Bank (IPPB) that will have at least one branch in every district and focus on financial services in rural areas, a senior official said.

Prime Minister Narendra Modi was to launch IPPB on August 21. IPPB will leverage reach of 1.55 lakh post office branches to provide banking and financial service to people in rural areas. (PTI)

Prime Minister Narendra Modi on September 1 will launch long-awaited India Post Payments Bank (IPPB) that will have at least one branch in every district and focus on financial services in rural areas, a senior official said. “The launch of India Post Payments Bank has been rescheduled for September 1. The Prime Minister will launch,” a senior government official told PTI. The launch of India Post Payments Bank (IPPB) was recently rescheduled in the wake of seven-day national mourning declared after the demise of former Prime Minister Atal Bihari Vajpayee.

Prime Minister Narendra Modi was to launch IPPB on August 21. IPPB will leverage reach of 1.55 lakh post office branches to provide banking and financial service to people in rural areas. “Government is trying to link all the 1.55 lakh post office branches with IPPB services by the end of this year,” the official said. This will create the country’s largest banking network with direct presence at village level.

IPPB CEO Suresh Sethi had earlier said that IPPB will go live with 650 branches in addition to 3,250 access points co-located at post offices and around 11,000 postmen both in rural and urban areas will provide doorstep banking services. IPPB has permission to link around 17-crore postal savings bank (PSB) accounts with its account.

With IPPB in place, people in rural area will be able to avail digital banking and financial services, including money transfer, to any bank account either with help of mobile app or by visiting a post office. IPPB was the third entity to receive payments bank permit after Airtel and Paytm.

Payments banks can accept deposits of up to Rs 1 lakh per account from individuals and small businesses. The postal payment bank has permit to carry RTGS, NEFT, IMPS transaction that will enable IPPB customers to transfer and receive money from any bank account. With the third party tie-ups, account holders in IPPB will be able to avail financial services as in case of a regular banking customer. The payment bank will be used by government to distribute NREGA wages, subsidies, pension etc.

The IPPB app which is expected to be launched on same day will enable customers to pay for services of around 100 firms including phone recharges and bill, electricity bill, DTH service, college fees etc that are present on Bharat Bill payments system of National Payments Corporation of India.

Subject: Permission /Approval for reimbursement of cost of Neuro-implants, viz., Deep Brain Stimulation implants, intra-thecal Baclofen Pump, Intra-thecal Morphine Pump and Spinal Cord stimulators for CGHS/CS(MA) beneficiaries

With reference to the above subject the undersigned is directed to draw attention to the Office Memoranda of even Number dated 23/06/2006 and 4/12/2008 and OM No.S.3849/09/CGHS(R&H)-CGHS(P) dated 8/12/2014 vide which the rates and guidelines for Permission /Approval for reimbursement of cost of Neuro-implants, viz., Deep Brain Stimulators for CGHS/CS(MA) beneficiaries were notified and to convey the approval of competent authority to allow reimbursement of cost of the above mentioned neuro-implants under CGHS/CS(MA) Rules at the same ceiling rates and guidelines and conditions till the rates for the above mentioned implants are notified by National Pharmaceutical Pricing Authority (NPPA)

All India Railway Time Table Effective from 15.8.2018

In addition to The “Trains at a Glance”, All Zonal Railways will also be Releasing their respective Zonal Railway Time Tables

The Ministry of Railways will be releasing its new All India Railway Time Table known as “TRAINS AT A GLANCE (TAG)” effective from 15th August, 2018. In addition to the “Trains at a Glance”, all the 17 Zonal Railways will also be releasing their respective Zonal Railway Time Tables (5 Zonal time tables in all, each Zonal Time Table comprising 3-4 Zonal Railways) which will also come into effect from 15th August, 2018. The new Trains at a Glance will also be available w.e.f. 15th August, 2018 on Indian Railways’ official website i.e. www.indianrailways.gov.in.

Important highlights of the new time table are as follows:

Overview

Indian Railways runs about 3500 reserved trains which include Gatiman Express, Rajdhani Express, Humsaafar Express, Tejas Express, Duronto Express, Antyodaya Express, Garib Rath Express, Shatabdi Express, Sampark Kranti Express, YUVA Express, Janshatabdi Express and other types of Express trains. This is in addition to about 4600 Passenger and 5000 EMU trains. The volume of passengers carried daily is about 2.22 million.

In addition, more than 36000 Special train trips were run during 2017-18 to clear extra rush and meet passenger demand. About 500 coaches were permanently augmented in about 300 trains to increase the carrying capacity.

III. Proliferation of new train services:
In the year 2017-18, 90 number of new services was introduced, 43 number of services were extended and increase in frequency of 9 number of services was done. In the current year upto 15.08.2018, 35 number of services have already been introduced, 28 number of services have been extended and increase in frequency of 5 number of services have been effected.
Till date, 23 Humsafar Express trains, 10 Antyodaya Express trains, 1 Tejas Express, 1 Uday Express which have already been introduced have been incorporated in the new Time Table. In addition, 1 Antyodaya Express train, 2 Tejas Express, 2 Uday Express trains still to be introduced have also been included.
After a review of lie over periods of rakes at destinations it was noticed that rake utilization can be further improved. The review revealed that rakes of trains that were having lie overs at the terminals can be utilized for providing new services, extending existing services and increase the frequency of some trains. Accordingly 24 new trains, 66 extension of trains and 4 increase in frequency of trains which have already been started using the lie over rakes have been incorporated in the new Time Table w.e.f. 15.08.2018.

IV. Replacement of conventional Passenger trains with MEMU/DEMU: The short distance passenger trains especially having reversal enroute are being replaced by Mainline Electric Multiple Units (MEMUs) & Diesel Electric Multiple Units (DEMUs). In the year 2017-18, 57 number of conventional passenger services have been replaced by MEMUs/DEMUs thereby increasing the overall mobility of the system. In the current year, 50 conventional services have already been replaced by MEMU/DEMU upto 15.08.2018 and 50 more conventional services are planned to be replaced by 31.03.2019.

Corridor blocks: To provide sufficient time for the maintenance of the fixed infrastructure like track structure, signalling gears, overhead equipments, it has been planned to ensure provision of fixed corridor blocks. Zonal Railways have incorporated traffic corridor blocks of 2.5 to 3 hours duration in the new Working Time Table w.e.f. 15.08.2018. In the WTT 2018, the duration of corridor blocks is about 292 hours more than the corridor blocks available in WTT 2017.

VI. Mega blocks: In addition, 4 to 5 hours mega block has also been worked out in different sections of each Division on one day of the week (preferably Sunday) to carry out major maintenance works. In these mega blocks, all maintenance works including civil, over head traction (OHE), signal & telecommunication will be undertaken by pooling of resources to achieve maximum output. This will not only improve the reliability of the assets but also enhance the passenger safety. Mega blocks on more than 95% sections in all the Divisions of Indian Railways have been incorporated in the new time table. The intimation of mega block planned for Sunday is to be conveyed to Railway Board by Tuesday. In case mega block is availed, Zonal Railways may allow 2 hours corridor block on 3 alternate days in the week.

Charting at booked speed: The charting of trains having MPS of 110 Kmph has been carried out at 105 Kmph to the extent possible to reflect actual running. This will further help in improving the punctuality of the trains. The Rajdhani, Shatabdi, Tejas, Gatimaan, Humsafar, Garibrath, Duronto & Antyodaya Express trains having MPS of 130 Kmph have however been charted at 130 kmph.

Efforts to improve punctuality of late running trains: A careful analysis of the reasons for loss of punctuality has been carried out for trains regularly running late and necessary changes in the time table have been incorporated to improve punctuality.

IX. Replacement of conventional rakes by LHB rakes: To provide more safe and comfortable journey the conventional rakes are being replaced by LHB rakes. In the year 2017-18, 49 number of conventional rakes have been replaced by LHB rakes. In the current financial year, 48 rakes have already been replaced by LHB rakes upto 15.08.2018 and 66 more rakes are planned to be replaced by 31.03.2019.

Rationalization of terminals: To avoid criss-cross movement at important stations, the terminals of important trains have been changed. In the current financial year, terminals of 23 number of trains have been shifted. 12 trains in NR, 5 trains in NCR, 1 trains in ECR, 1 train in NWR & 4 trains in SCR have been shifted.

XI. Bye passing of terminals to avoid reversal: To streamline the operations by avoiding reversal, 20 trains have been shifted to adjacent terminals. In the current financial year, the terminals of 4 trains in SECR, 7 trains in WCR, 2 trains in ECoR, 5 trains in SER & 2 trains in NCR have been shifted.

Sub: Seventh Central Pay Commissions recommendations - revision of pay scales - amendment of Service Rules/Recruitment Rules.

The undersigned is directed to refer to this Department’s OM of even number dated 9th August 2016 regarding amendment of Service Rules/ Recruitment Rules by replacing the existing Pay Band and Grade Pay with the corresponding Level in the Pay Matrix in the revised pay structure recommended by the Seventh CPC and notified in the CCS (Revised Pay) Rules, 2016.

2. In the light of above all cadre controlling authorities of Organized Group A services are hereby requested to amend the SRs as per OM dated 30.08.2016 to bring them in-conformity with 7th CPC structure. The information in this regard may also be furnished to the undersigned latest by 31st July 2018 in the format enclosed.

Update on hearing on Rs.17140/- in CAT, Principal Branch, Delhi

Discussed with Advocate Sh. Padma Kumar at CAT, Pr. Bench, Delhi along with one applicant of the case, Sh. Arvind Kumar  regarding our case OA No.1209/2018 filed for minimum entry pay for Inspector Posts w.e.f 01.01.2006.
The case is listed for 26.07.2018 at Registrar office, as no reply has been received at CAT from respondent.
We requested for necessary action for early disposal of the case.The case is with Registrar and had not been shifted to court, for want of response from Respondent.

It is mentioned that the OA file was forwarded by DOP to MOF, being 2nd respondent, for inputs and the same is still awaited.

A guide to world’s highest post office in India’s Spiti Valley




There are myriad interesting facts about India that the world is not yet aware of and one of among those is that India is the place, where world’s highest post office is located. Yes, there is a beautiful village called Hikkim in the Lahaul-Spiti district of Himachal Pradesh; it is set at an elevation of 4440 m (14,567 ft above sea level). The location is credited for being the World's Highest Post Office with the pin code 172114. 

Facts about Hikkim and its post office

Located about 15 km from the town of Kaza in Spiti Valley, Hikkim has a population that is majorly Buddhist. For most of the months, this place remains cut off from rest of the world due to heavy snowfall over the passes.

In existence from November 5, 1983, the post office too gets shut down for six months due to extreme climatic conditions. Considering the rugged terrains and remoteness of the village, the journey uphill to this post office is quite a tough one. We can just imagine how difficult it must be for the post master, Rinchen Chhering, to send out mails from here. 

Who is Rinchen Chhering?

Rinchen Chhering has been serving at the post office as a Post Master for more than 30 years now. He has been here since the inception of this post office and joined at the young age of 22, just because he was a fast runner and owned a bicycle. For all these years, the man has been doing all work single handedly and loyally, which is simply commendable. 

The journey of these mails

Well, it is quite a long journey from here for the mails. All the posts and letters are firstly sent on foot to Kaza every day. These are then taken to Reckong Peo by bus and then to Shimla. Later, mails are loaded on a train and sent to Kalka; from here, a bus takes the cargo to Delhi. The mails’ journey to its real destination begins from Delhi. So, there is a lot sweat and hard work involved in this entire mail trail! 

Is it all not fascinating? The journey, the job, and everything related to this post office that makes it a must-visit in India. If ever you get a chance, do not miss out on exploring this amazing place.

Reversion to old pension scheme

In accordance with the scheme for National Pension System (NPS), as notified vide Ministry of Finance (Department of Economic Affairs)’s Notification No. 5/7/2003-ECB & PR dated 22.12.2003, the System is mandatory for all new recruits to the Central Government service (except armed forces) from 01.01.2004.

Accordingly, as per Rule 2 of the Central Civil Services (Pension) Rules, 1972, as amended on 30.12.2003, these rules are applicable to Government servants appointed to civil posts on or before 31.12.2003. The date on which the vacancies arose or the date on which the examination was conducted for filling up the vacancies is not relevant for deciding the applicability of the Central Civil Services (Pension) rules, 1972.

Ministry of Home Affairs have not sought any advice from Department of Pension and Pensioners’ Welfare on the question of having a policy to cover the paramilitary personnel appointed after 01.01.2004 under the Old Pension Scheme on the ground that the vacancies arose, or the examination was conducted, in the year 2003. However, a reference was received from Ministry of Home Affairs in a specific case relating to appointments as Sub-Inspector in various Central Para Military Forces after selection in August, 2003 on the basis of an Examination conducted in 2002.

Appointments on the basis of these selections were made in Central Reserve Police Force in 2003 and the candidates appointed were covered by the pension scheme under Central Civil Service (Pension) Rules, 1972. However, in the Border Security Force, offers of appointment on the basis of the same examination/selection were issued in January, 2004.

On a petition filed by some personnel appointed in the Border Security Force on the basis of that examination, Hon’ble High Court of Delhi directed to cover the petitioners under the Central Civil Service (Pension) Rules, 1972 on the grounds of administrative delay on the part of Border Security Force in making appointments.

The order of Hon’ble High Court of Delhi was implemented by the Ministry of Home Affairs/Border Security Force in view of the peculiar circumstances of that case. The decision taken in that case is, however, not relevant for deciding applicability of Central Civil Service (Pension) Rules to all appointments made on or after 01.01.2004 in the Central Para Military Forces or in any other Department/organization on the basis of year of examination/selection.
